RAM question

I've got a few questions about Dual channel memory.

 

If the MOBO only supports dual channel memory, does it make sense to populate all four RAM slots?

Does it make a bigger impact to use 2x8 gig sticks than 4x4 gig sticks of RAM in a dual channel board?

Stick with two, it will allow for future upgrade ability and 4 sticks would make a minimal difference.
