Please help identify a problem - RTX 2080

Guys.. please help me identify the problem I seem to have with ALL GAMES.

When I move mouse around the background looks super blurry, out of focus, maybe there is some microstuttering there?

This is driviving me crazy to the point that I am considering giving up on PC gaming... RTX 2080 + GSYNC 144 HZ monitor.

Uh I don't see it. Have you turned on the high refresh rate and gsync in nvidia control panel? Have you tried playing with with the settings of your monitor?

At the top of that was it saying your Gpu was at 99 degrees or 99% utilization? I would make sure your graphics driver is up to date and that you have motion blur disabled
