I use this forum for my issues on things that Microsoft help and many other forums just don't do as good of a job as here.

 

So I have an issue with setting up Windows Hello Face. I click "Set up" and it asks for my pin, gives me an error that says "Windows could not turn on camera."

 

I am running the new 1909 update, I was running 1903 and still giving me issues. I know the camera works, I have a Dell Inspiron 5570. I try to find drivers for it, but nothing shows up.

 

I need help getting this to work.

Try going to https://support.dell.com and using their automatic driver update software there.

 

Its also possible that your camera is in use by another application that is not allowing windows to access it at the same time. Make sure any other programs, Skype, Teams, etc are not running.

 

It could also be possible that Windows is not allowed to access the webcam (most possible), here's a guide:

Windows Hello Face does not work with all cameras.

You have to allow the camera to be used in the camera control panel first. Go to Camera Privacy settings. Make sure that Camera Access is enabled, and allowing Apps to access the camera.

Camera access is enabled and I am for certain that if my camera didn't support Windows Hello, it wouldn't show up in the first place.

If it's not compatible it will actually say so under the Windows Hello in red text.

 

If it can't find it, then the issue is specifically the permissions if it works in anything else (eg OBS, Edge.)

I have OBS on it and it works perfectly... I don't know what is going on.

Normally if its not compatible it will tell you that and not let you proceed with the setup process. Here is a thread that might give you some more details:
