Pc stuck at start up

Hey guys I have this problem where my pc is stuck on start up it load and everything but gets stuck on windows loading screen, the 3 dots load once or twice then freeze and it wont boot.

I tried formatting and updated my bios replaced 2CPUs  switched between my rams and still couldn’t find the solution.

please help.


 

specs:

24GB RAM

650watts

gigabyte z390 aorus ultra 

I9 9900k/I7 9700k

If you swapped the other major components but not the mobo, it suggests it could be the mobo.
