When you say no internet do you mean the internet doesn't work or windows says that there is no internet?

This is the question that I am asking as well. If Windows says you have no internet, it could be the cell carrier blocking Windows "Connection Test" server.

The Windows internet test works by doing a web request of a public MS server. If either the DNS lookup or the web GET fails, then the connection is flagged with "Limited or no connectivity."

 

Even if you see that flag, it is still worth testing the connection. Try pinging google.com, try pinging 8.8.8.8, trying going to a webpage. Report back with those results.

 

Also, depending on your carrier, you may not be allowed to use the mobile hotspot feature. Just because your phone allows you to turn it on, does not mean it will work.
