Even though the seller is claiming to have staff, he/she doesn't seem very professional. The one week warranty is also a bit sketchy, I'd look more into who's selling this.

If you do decide to purchase the computer, you'd want to go into the "About you PC" setting in Windows to make sure there's a 9900k. Next, open "Device manager" and then open the "Display adapters" tab. There should be text along the lines of "NVIDIA GeForce RTX 2080" at that point. If you can, I'd physically open up the computer to make sure a 2080 is really inside the system. It's not uncommon for swindlers to change how software detects the name of a graphics card.

Also, welcome to the forum!

It does mean a lot to lawyer and court.

OP parents will sign the paper since OP is using his parents money or his money to buy the computer.

OP needs to get a professional to inspect the rig.

Yes because thats what sellers want to risk. having to spend thousands of dollars on a lawyer, and numerous days in court that could last months/years in order to get back a pc that was $1200.

Also you realize that if say he sales the pc then they company is just screwed right? Even if they win in court and a judge puts a $1200 judgement against him theres no guarantee that they ever get the money back . the judge doesnt reach into someones bank account and take the money back.

Like i said earlier. I have a $4200 judgement against a local con artist and its been 5 years and i havent seen a dime of it even though i won in court. I dont think you understand how the legal system works. its not as cut and dry as you are thinking it is.I lost more money in taking time off work to go to court then i ever will gain back from winning in court.

I see you are from florida. in florida they have a huge issue where con artists come around after the horrible storms and tell property owners they will fix the damage for x amount of dollars. The property owners pay and the con never does the work. they go to court and get a judgement against them but most thos people who were scammed will never see a dime of their money again. doesnt matter if the con is arrested and put in jail, etc.
