You can find a 2U chassis that supports a full-size GPU via a riser or you can use a half-height card instead. If you insist on a full-size GPU, then find a 3U or 4U chassis. There are inexpensive chassis available. Then look around at various used hardware options. 4U chassis will support most any hardware and PSU on the shelf, while 2U and 3U chassis may limit your options - especially since most 2U chassis won't leave room for GPUs with a power connector. If you have spare hardware laying around, this is a good way to put that to use.

Hey! I want to create an NVR server (rack mountable) and the software that was for the NVR required a somewhat good graphics card (750 ti), so this server would need a full 16x slot and I am currently having trouble finding a server with one. My budget for a used server currently maxes out at around $400.

A dell R710 matched with a Quadro P2000 works well take a look at the art of the server's youtube page he has video's on taking an R710 and making it more home friendly I bought my servers from savemyserver on ebay and my HBA from art of the server

I imagine its more that you need a modern GPU with h264/265 support? Not to do with the 3d performance of the card? 

A Ryzen 2400g/3400g with Vega graphics or even an Intel chip 7th gen or later with HD630+ graphics would work just fine in that case, which would run cooler and consume less power with integrated graphics. Also quite a few DVR software solutions utilise Intel Quicksync on the Intel HD integrated graphics

I have also been looking at the server from savemyserver on Ebay. Might possibly choose a R720 because it has 3.5" slots for hard drives and a full 16x slot.
