If it BSOD during download, the problem is probably elsewhere.

If you want direct links, here they are (this is the STABLE driver, from September this year, the absolute latest on the website is considered Beta and probably doesn't have improvements for RX 480 anyway, so it's much safer to go with WHQL version) :

 

Windows 10 64bit: https://drivers.amd.com/drivers/win10-64bit-radeon-software-adrenalin-2019-edition-19.9.2-sep23.exe

 

Windows 7 64bit: https://drivers.amd.com/drivers/win7-64bit-radeon-software-adrenalin-2019-edition-19.9.2-sep23.exe

 

If you absolutely have to, you can go in Safe Mode (press F8 repeatedly right before Windows is supposed to start, and choose Safe mode) and uninstall previous video card drivers.

Then reboot and download the drivers while you're using the default driver.

 

Also, download the chipset drivers and install them first. If you have an AMD chipset, the chipset drivers are here: https://www.amd.com/en/support

 

Scroll down and select Chipset drivers, then select your chipset family and so on:

 

Edit: just saw it's a Z390 motherboard.

 

Go to Gigabyte's site and download the chipset drivers : https://www.gigabyte.com/Motherboard/Z390-D-rev-10/support#support-dl-driver
