CPU Fan won't spin

My CPU fan won't spin, and I am wondering if there is dust buildup causing a lot of friction, or something of that sort.

 

How easy should it be to spin the CPU fan with my hands? Should I be able to blow on it and it spin? 

Currently I can't spin it at all, even if I use my hands. What could a possible solution be to this problem, and how would I go about doing it?

I'm pretty sure that 120mm fan is detachable from the mounting bracket that clips to the fins. Just double check and order a 120mm fan, problem solved. This should do perfectly.
