I have an HP Omen laptop with an Intel Core i7-8750H CPU @ 2.20GHz, and an NVIDIA GeForce RTX 2070. I only play one game which is Rainbow Six Siege, just when sitting at the menu I only have about 40 frames and for some reason my GPU is running at 100%. Drivers are up to date. I have checked for any viruses and cleaned the dust. Can anyone help me out?

is the GPU even sitting at 100% when not running any games? because if it is you probably have some sort of power virus.

Some games I've seen the menu peg the GPU to close to 100 percent depending on the graphical design of the menu.  I don't play that game so can't comment if that's what's going on, but for me games like Wreckfest where there is motion and particle effects in the menu keep my GPU close to 100 percent.  Might just be normal for that game.

 

Does it happen in other games?  If in-game (not menu) frame rates are good and other games work fine then it's likely just the way the menu is designed.  I see you say you only play that one game. Can you find another one to try?

If that doesn't help, check and see the gpu usage if you turn all settings to MINIMUM. If that helps, start to turn them up until it's acceptable.

Settings as in in game settings or like the actual computer's settings?

It isn't only on the menu in Siege. And I don't have any other games installed on my Laptop so I can't give you a reference.

Try resetting game setting back to default.  If that doesn't help, then use DDU to wipe the drivers and reinstall.
