Hello I just got parts for a new pc put them all together and when I turn the pc on it wont post on the monitor all the fans are spinning and the mother board and gpu rgb is on i got a asus tuf x470plus motherboard ryzen 5 3600 cpu and asus tuf 5700xt. I also got 2x16gb rams I tried with 1and 2 plugged in still no post please help.

BIOS need to be updated.

Main System: Ryzen 2700, Asus Crosshair VII Hero, EVGA GTX 1080ti SC, 970 EVO Plus NVMe, Crucial Ballistix 3200mhz CL14, CM H500, CM ML240L cpu cooler.

Second System: Ryzen 2400G, Gigabyte B450 DS3H, RX 580 Nitro+, Kingston A400 SSD, Team T-Force 3200mhz CL15

If it ain't overclocked it ain't good...

You will have to either ask AMD for a loaner CPU to update you motherboard, or ask any local retailer to update it for you. You can also try to return you board and buy a new one that will be already updated or buy a motherboard that can be updated without a CPU.
