That PSU is only rated for 240W on the 12V rail, which is where almost all power is drawn today. So you'd be pushing it hard, and such an old and outdated PSU might not respond well to that.

 

I would recommend saving up some more until you can replace the PSU. Or going for a GPU that draws less power; it's not like CSGO needs much.

Can i use a Dual molex to 8pins to power a rx 470? 

it doesnt have a 8pins

 i still not eligible to have a job to purchase a decent psu and i bought this things through my school allowance.
i just want to play csgo and other games

To be honest i wouldnt really use a molex to 8 pin as they are known for failing, and not really use THAT psu. It doesnt have a 8 pin cause it wasnt meant to be able to run anything that needs that much power. I would look for a used PSU on something like ebay or something. A decent one could probably be found for around 20-50$.
