Hello there everyone! Few days ago I bought used Sapphire RX 480 4 GB Nitro+ GPU from a local seller. I planned to swap my R9 380 2 GB with it. I run Ryzen 5 1500X on a Gigabyte AB350 Gaming 3 ATX mobo paired with 2x8 GB of Corsair Vegeance LPX RAM and Corsair TX650M 80 Plus Gold psu. The problem is that when I try to put in RX 480 system doesn't POST it just checks components and it gets stuck on VGA check the red led blinks VGA and I hear 1 long beep followed by 3 short beeps, the system doesn't shut down but nothing happens. I have used DDU to remove old drivers like 3 times i tried switching both bios modes on gpu, clearing CMOS, updating mobo BIOS, installing RX 480 drivers from AMD site but nothing helps. Putting my old gpu back works perfectly even with RX 480 drivers. The gpu fans spin for a moment and they turn off because GPU isn't under any load, core is heating up under my finger and led works fine I can even change it. The seller said he had same issues and needed some expert friend to fix it but said if I won't manage to get my system to boot that he will refund me my money back. So I wanted to ask if anyone has/had the same issue or if you have some tips for me or I should just ask for refund and try to find a new one. I found this one for 15 euros better price than others on local market so I really wanted to make sure before I refund it. Thanks everyone in advance.

Well, I took it apart checked really closely and it looked like it's fine but I asked seller for refund. Ty for you help.
