So my friend wants a PC for gaming at 1080p.

He is students he would not be able to upgrade it anytime soon, so what would be a better option 

i3 9100f with 1660

Or

i5 9400f with 1650

Or 

R5 3500 with 1650

Both i5 & R5 costs same no difference. 

His overall budget for CPU+Mobo+ram+power supply+GPU+1080p monitor is 40k INR (565$) you can can suggest your own configuration he already have a HDD and Cabinet

An R5 3600 with a decent motherboard, 3200mhz CL16 RAM/3600mhz CL16 RAM

 

and a used RX 470/480/570/580 for $80-120 on ebay would be my suggestion.

There's basically no risk buying a used GPU from ebay since you can always get your money back.

3600 is out of budget and in India eBay shipping costs more or half of the price of the GPU

Unless you're building it in a few months there is no R5 3500 yet

If you mean an R5 2600 then I'd go for that.

 

But just check your local used market or whatever used stuff websites there are, you can either get more performance on the GPU or get a decently cheaper but equal GTX 970/980/1060 R9 290/390, ect. Preferably something newer with more VRAM than 4GB.

If a used R5 1600 or R5 2600 gets you a better GPU though for being cheaper I'd go for that potentially. Or even an R5 1400/1500X
