USB's not working...

I was installing a driver for a Wacom tablet and after restarting my computer (per instructions) the usb ports no longer work. They work during the BIOS or Safe Mode but as soon as I get the Windows Homescreen, all of the USB slots are not working. They were working moments earlier. And to make things worse, when I try to do the "System Repair", I have completely forgotten the Admin Password.

Mouse: Corsair Harpoon
