Hi all, my friend is currently having problems with his pc and asked me to help to try and figure it out but I couldn't so im turning here for it. 

His specs are a Zotac 1060 6gb, i7 9700k, Cooler master cpu cooler (he didn't know what one, just said "it had high reviews." along with the asus z390a mobo and 1tb hdd and 16gb of ddr4 vengeance ram (im guessing 3000-3200?) with NO ssd.  Everytime he plays csgo, his cpu is running at about 75% usage, i know csgo uses some processing power, but i didn't think it'd be as much? He had also mentioned that he was having low fps issues with it too. He updated pubg today and said his disk was at 100%. If any of you could help out, it'd be appreciated. It wasn't until recently that the pc was acting up.

probably CPU thermal throttling? But really from how much he knows about a cooler, I doubt he can find out the CPU temperature by reading it from software.
