I need a descent PC for editing Music and video at 1080P with a least a Quad core and 8gb of ram and I have a budget of about 200 to 350 USD

eBay is what you need, an old optiplex fits in your budget. Then you can get a cheap graphics card and maybe power supply to upgrade it.

You don't get much ram, and can't fit a GPU, although you can upgrade to those later and also get more cores if need be. This parts list would make sense if you wanted a good upgrade path.
