You are just CPU bottlenecked most likely

other games work fine.

my friend with a 1060 as well runs at like 120fps so no engine limitation

If that's the case did you already try a fresh install of windows? and/or updating the bios?

Is your laptop in maximum power mode and plugged in while gaming?

my friend is on high and getting 100+

plugged in, max power mode.

50fps pretty much all the time. im guessing 1% low of about 30 just by experiencing the game.

when I pause time, I get about 60fps

cpu bottlenecked by throttling. Your on a laptop send temps and if they aren't 95-100c ill be surprised

Does he have same laptop? He might have better thermals if its different laptop.

 

What about ram etc. whats your ram speed there's not some ddr3 ram in there is there.

 

Open up intel XTU check out power limit throttling and thermal throttling.
