Windows Plex Server Upgrade

Hi,

 

I'm looking and planning on upgrading my current Plex machine. Currently using a r5 1600 with 16 Gbs ram, 980 ti, and lots of storage. Since Ryzen prices have dropped quite a bit, looking to upgrade the CPU to something more powerful for on the fly transcoding. Hardware acceleration is still not there so I can see my 980 ti being overkill at the moment.

 

Any recommendations for under $250 US? I'm looking into directly upgrading from the 1600 to the 3600 but I'm not sure if I should go First gen Threadripper, 1920x.

 

Any help is appreciated.
