PC acting odd.

My PC has been acting odd for the fast few days. It started getting slower and after checking task manager it seems normal but the CPU usage is a little high with no culprit except NVIDIA Container and System Interrupts. The PC makes a random boop sound when too many chunks load in Minecraft, and recently only chrome stopped outputting sound even though it isn't muted or turned down. I've tried cleaning off some dust on the heat sinks and fans but that didn't help, I scanned with malwarebytes and got nothing and sysinternals process monitor shows the same as task manager. My temps are normal: 70C Max. Is there anything else that could be causing all this nonsense?

Do some stress testing on components. I recommend using AIDA64 to stress the CPU and GPU which will tell temps and throttling and test your memory using memtest86. Then you may be able to find the culprit behind the issue.
