May I suggest perhaps looking to AMD; 3900x or the 3950x if that fits within your budget. 

 

I think once you upgrade your cpu you’ll see much faster performance - you have a really strong GPU already.

Out of the 3900x and 3950x which one nets better gaming performance?

an i9 9900K is the fastest gaming chip but falls way behind in multi core tasks compared to Ryzen 9, but the biggest concern for me is that the Z390 platform and i9 9900K in 2020 or whenever 10nm comes out will become non compatible with next gen.  AMD has already stated that support up to 2020

Way behind?  There are a myriad of YT videos about how the 9900K is still a fantastic CPU for rendering, workstations, etc.

 

As for the OP, I'd stick all current gen CPUs and GPUs and hold off. I can't see upgrading to "just improve performance all around" without having a real idea of what you have issues with.

Multicore benchmarks

Geekbench 3900X 12,553 pts higher

Cinebench 3900X 1,884 pts higher

Handbrake 3900X 18 seconds slower

 

that's sizable or whatever you want to label the 3900X as

 

BTW the 3900X in gaming is found to be only 5% slower on average (Hardware Unboxed).  To get a better multi core chip and to buy into a platform that will have more life than Coffeelake and Z390 is huge.  So unless you need quicksync, or your apps favor Intel, or you game at 1080P AMD this gen wins

I echo what others are saying.

 

Unless you really want ray tracing, I would argue a 1080ti isn't worth upgrading.

 

I believe a 1080ti is still in the same class as an RTX 2080/S in performance, no? Someone keep me honest on that statement.

 

As for platform, I know some are pushing you to go with Ryzen 3000, but I don't think upgrade-ability is worth the push.

 

Socket AM4 is dead after next year with Zen 3, so that argument isn't strong.

 

However, the performance gap is very close, so you will be happy with either platform, and both will give you a substantial bump in performance as newer games are really chugging on 4C/8T CPUs (referencing Borderlands 3 here).

 

Personally, I would push a Ryzen 7 along with a really nice X570 motherboard so you get some of the PCI-E 4.0 goodness with access to stupid fast NVMe storage. Pair that with some DDR4 3600 memory, and you are in for an awesome time. I do not think the i9-9900K is worth the price premium over the current generation Ryzen 7 when overclocked, especially since that $200~ difference in price can be easily reinvested into a nice motherboard, RAM, and a nice CPU cooler. You could even use the Wraith Prism that comes boxed, which is honestly a solid cooler.
