Task Manager doesn't report cpu clock speed correctly

Task manager's cpu clock speed reading is all over the place on my pc. also the utilization readong doesn't go to 100% ever for some reason. 

I think the problem is my overclock, but it is still annoying. i overclocked it from 2.83 to 3.6ghz.

Task Manager just sucks use CPU-Z

Disable virtualization and see if that helps, Hyper V causes task manager to freak out.

Look at mine.

i have hyper-v disabled. the virtualization that is enabled is VT-x

The clock speed bug has been there since Win8. Not gonna be the priority of Microsoft to fix.
