If I have a computer that I just built won't download windows 10 it keeps freezing can I take my ssd install it in my old rig install windows 10 there, then re-install the ssd on my new build. And will it work

freezing during download, or install? OS hang is more often caused by hardware than software so what you said won't help with the freezing.

If you've overclocked then this could cause problems with the installation. Also check if XMP is on, also if any Motherboard Boost Button is unclicked. If not try ram sticks.
