Computer stuck at trying to identify network and can't access the router ip address to change some setting.

I recently changed from the normal dsl line to the fiber line yesterday. They had to change my old router to a new one. Oh and my house has two routers the main one connects to another router upstairs in my room because the wifi signal from the main router they gave me can't reach my room so I used an old router to have wifi in my room and I also plug my pc via cabled internet to that 2nd router. I've had this setup before I changed to the fiber line and everything was fine. So anyways when they changed the main router everything went OK I had wifi in both routers and my pc had internet except for my phone that couldn't connect to the old wifi router upstairs because it keeps getting stuck on the "obtaining ip address" thing but for the rest of the devices that were already connected to it had no problem. And my pcs internet worked fine as well. 

So I tried to factory reset the router upstairs via the button that you use a pin with to see if that would help. Router did factory reset but when I went to change the router settings the ip address that I used to change the router settings wasn't working anymore. The 192.168.1.1 ip was not opening. But what did open was the ip address for the router downstairs which had a different ip 192.168.254. 254. I could make changes to the router settings for the router downstairs even though my pc isn't directly connected to it. Could be something that's always been but meh idk I'm not savy with tech at all lol. 

So anyways frustrated that I couldn't access the options or settings on the router upstairs on my pc I went down stairs and swapped the cable for the router upstairs from lan 4 to lan 1 because why not? Lol then went back upstairs to Google more ideas on how to get the damn ip for the old router upstairs to work. To my surprise I lost my internet connection. So I turned everything off pc, router upstairs and main router and swapped the cable for the router upstairs back into the lan 4 where it previously worked. Turned everything back on and checked my Pc and still did not get any internet. It just says trying to identify something2. 

Right now I'm typing all this on my phone which is connected to the main router via wifi because i forgot the default password for the router upstairs and the ip used to access the settings no longer works and oh did I mention that my pc also stopped receiving internet? Anyways could anyone possibly help me out here. Direct me to pages that would solve this or is there some settings I need to change on the new router? Lol that was a mouth full.

you need to learn how to filter out the important info from the unimportand like seriously :D  its really hard to understand what you did and what you didnt do....

anyway  from what i can gather and it is not a lot, most routers have a specific cable and specifc port where to connect it to make it recieve connection, also you could reset the router(small hairpin size button) maybe u did it alrdy.. couldnt read it out sorry xDD also it takes like a few minutes to get and setup the configuration from the ISP additionally you can ask the ISP for the routers login IP and account & password...  login and tinker around in there...

Haha I'm pretty bad at explaining things 

But I did do everything you told me but still can't get the damn router/modem to give internet connection to my pc
