PNG Animation Software

I can't find PNG (or APNG) software so I can make Steam Art Covers with animation. Tried Googling APNG to death, but found nothing useful and source forge didn't really have anything.

Literally first link : APNG Assembler ... takes a bunch of frames and creates APNG file.

Load each individual frame as a PNG file. Set delay between frames. Export.
