While I am playing a game (like f1 2019) my case fans go insane (high rpm) and my pc gets really warm. My cpu temp is at around 56C and gpu at 69C. Everything but the game is really slow. Clicking on things takes longer than usual (switching discord servers). My pc should be able to handle one game in the background while I am trying to do other things on my pc or not?

Ryzen 7 1800x
MSI RX 480 8gb
16gb memory 3200mhz
Asus rog strix x370-f gaming
600w bequiet

I doubt that you're running out of memory, but this is likely an issue to do with the Windows Scheduler. One of its responsibilities is allocating system resources to applications that need it by "scheduling" them a certain amount of CPU time. When you launch a game, your system is likely identifying it as the game that demands the most system resources, and thus Windows Scheduler will schedule more CPU time for game, and nerf it from the other applications running on the PC at the same time.

The best thing is to go to the game developer and ask if this is a known issue.

The same happened with the Modern warfare beta as well. Doubt it's the same
