Taken from the manual...

Are any of these LED on ? Which one ?

My first guess is that you need a bios update but I am in no way sure.

The cpu light flashes once and thats it nothing else happens and i cant update the bios without getting into the bios first

There is no X470 mobo that supports Ryzen 3000 series without a BIOS update. This is most likely what is causing your problem unless you have bent some pins or something else. I am not sure if your mobo supports BIOS update without a CPU (not many do). The best thing to do is usually to go back to the store where you bought the mobo and ask them to update the BIOS.
