Can't have FHD without icons and win taskbar disappearing

I cant have FHD resolution displaying normally... 

if i set FHD on newer card i lose icons (disappear left or up) 

and windows taskbar disappears as well... 

 

i didnt have problems with older hd4800 card...

Right click on an empty space in the desktop then hover the cursor on "View",then the desktop icons settings will appear.

Tinker with it until the icons return.

for some reason when i PRTSC it seems all normal ...

that how i see it, maybe i should make a photo with phone to be clearer 

i dont know what could casue this 

also you see windows icon down left? 

neither do i at that resolution but at full print screen it is visible

i did what you said but in vain

so basically my optimal resolution is 1768x992 and not 1920 x 1080

on 1070 with newest drivers aka 436.30
