USB 2.0 theoretical max is 480 Mbps, or 60 MBps. Now, realistically you're capped at closer to 43 MB/s due to the flash  tech used with USB 2.0, but if that wasn't an issue, it'd be about 53 MB/s due to the overhead of the USB protocol.

Now, is what you're seeing a normal speed? I mean, it depends on the USB drive. Yours seems to be some generic one given the speeds seen, and because it's saying "VENDERCO" and "PRODUCTCODE" so it's nothing of actually quality, is my guess. Lower end flash drive, the cheap ones, could definitely max at the 20 - 25 MBps range.

 

This is as usual with tech, an instance of you get what you paid for. You pay damn near nothing, you're gonna get the same. If this is a reputable drive, something's wrong because it's not reporting correctly. Cheap drives tend to use cheap NAND, and cheap controllers.
