Costume program for resolution #Help

hello

so i bought recently a new monitor/Tv i try to get a resolution for the monitor so my windows task bar  will see it self on portrait in the monitor.

how to make a costume resolution for it or if there is even a program that i can download that doesn't have any virus at all???

 

why is my task bar getting cut up in half ?
