Low gpu and cpu usage HELP

So i just uppgraded my pc and got good results, high fps. Then about a week later i started getting low fps. I checked and i have 20% cpu and 10% gpu usage in csgo and assasins creed odyssey occasionally suttering. I overclocked my gpu 100mhz core and 400 memory. I oc'd my cpu to 3900 mhz and ram to 2667mhz 15 15 15 35 1.27 v. Same well almost about 30 fps higher. All windows and nvidia setting are max performance g sync off. Temps are fine, well low but that is what i expected with 10% usage.

Gpu:    Asus 1080 turbo 8gb 1980 mhz

Ram:   2x8gb vengance corsair 2667 mhz

Mobo:  Msi gaming plus atx

Os:      Windows 10

Disk:    m.2 240 corsair mp510 and 2 samsung 250 gb ssds
