Honestly, drop 19.03, heck dont bother with 18 either. Go back to a 17 LTS release and try again.

 

Ubuntu 18 and ESPECIALLY 19 has some pretty big issues for a lot of people.

 

Fyi that error message doesn't say anything about what went wrong, it's about as helpful as a blind tour guide.

Intel NUC running Server 2019 + Synology DSM218+ with 2 x 4TB Toshiba NAS Ready HDDs (RAID0)
