I have serious performance problems and have no idea why.

Hello, A few months ago I bought a Vega 56 since my old graphics card was getting kind of old. Once I installed it, it seemed to work fine until i tried playing dust 2 in CSGO, where certain parts of the map I would get 10-30 FPS. After that, I tried some other games, and noticed random games only ran 20-40 FPS. Thinking I got a defective graphics card, I just recently got a 5700, yet the problem still persists. My monitor today randomly lost connection to my PC, so now im thinking it could possibly be a motherboard issue, but I am not a computer expert and don't want to spend any more unnecessary money. Try reinstalling Windows or, better yet, try Linux.
