Pc freezes while booting

So i upgraded my pc with a new moba and a new cpu. I have tryed to boot with my old hard drive, i have tried to boot with a usb with a fresh windows on it, i have tryed to boot with both four and two ram sticks. And it still freezes at either the motherboard or the windowslogo

Can you post the components/specs of the build? This very well could be a BIOS issue, but we certainly need more details to do anything to assist.

Cpu: i7 9700k 

moba: asus prime z390-a 

ram: 4x4gb corsair 2400mhz ddr4 

gpu: gtx 1070 strix oc 

harddrive: WD Blue 1tb 

 

also tomorrow ill get a firequda 1tb ram
