I am building some internet machines for a few people I know that want an upgrade from their older computers. 

One of the machines worked, and I was able to send it out, but the other machine I am working on (which has the same parts except for the SSD, which is smaller) doesn't work. I've already RMA'd the motherboard once, and the new one doesn't seem to work. Before I RMA it, I want to see if this is a problem I can fix. Everything is plugged in, and the parts list is as follows:

CPU: Intel 9400

PSU: EVGA G3 550 Watt

Mobo: ASRock H310CM-HDV

RAM: Team T-Force Vulcan 2400mhz Ram (One stick)

SSD: Kingston A400 SSD 480gb

CPU Cooler: Corsair Hydro H60 120mm

Case: Cooler Master Elite 130

The computer also has a CD drive and Sound Blaster sound card. 

 

So, here is what happened. When I initially built the system, it turned on for a split second, and then immediately off. The only way I could get the system to do this again, is if I turned the power supply off, pressed the power button, turned the power supply back on, and then press the power button. I'm wondering if this process might be doing something with the capacitors of the motherboard? Anyways, if this sounds like a problem I can fix, that would be great. If not, I guess I'll be forced to RMA another board. (Sadly, I have to use this specific one because it's comes with a VGA connector which is needed in this build.)

I believe there are B360 boards with onboard VGA. Regardless, try updating the bios with an 8000 series CPU just in case that's the issue.
