minecraft server datapacks (function comands) not working

i recently started my own server. but when i try to add datapacks they dont seem to work properly and im not sure why. i think its mostly just the function commands. im really not sure. im a novice in the server area

 

Edit: im pretty sure its just the function commands that arnt working. anyone know why?
