Hi ,

I got this problem where my GPU usage is very low like 30 to 60% max on ALL GAMES and sometimes it stop's my frame to go up like Outlast 2 get 60 fps max no VSYNC and Gpu usage at 30% on 4k,1440p,1080p sometimes it gets to 70-80% on high graphical intensive scene but dosen't stay there very long. And i tried everything update drivers  revert the drivers for the gpu back but dosen't work with RTX and last windows version, re install windows , re install (GPU,RAM etc), reverting to stock speed no xmp, energie profile in windows AND Nvidia set to maximum performence, uninstall Graphic Driver With DDU and re install back without Geforce experience, overclock my cpu to make sure its not a bottleneck and nothing is working. So im thinking its maybe the ram since its a 3200MHz Corsair 16Go 2x8Go CS16 CMW16GX4M2C3200C16 and the cpu usage is like 30 to 40 sometimes 50% no real indication of a bottleneck or is it my PSU ? ''Have to mention everything is brand new from last month'' and got a lot of fans and cooling solution in there so like i don't know what to do from there need help so bad !

Is your nvidia setting forcing vsync?

That is a strange issue there. I don't see how your build would be drawing anywhere near the 650-watt capacity that your PSU has available to it.

If using DDU and re-installing the drivers doesn't help, or checking to see if V-Sync is turned on in the control panel, what about V-Sync in-game? That could cause the GPU usage to drop if the card can render more than the monitor's refresh rate.

If that doesn't help, then I don't know what will. Everything else hardware-wise checks out in my books. It's a software-related issue definitely.

Did you build your computer without re-installing a fresh copy of Windows 10? Sometimes building a new system without re-installing the OS can cause issues due to previous registry entries, and the basic configuration of Windows 10 being tied to the previous CPU used.

Okay so like i said i re-install windows (Fresh copy) 2 times and always disabling vsync but i just did a test with timespy the non 4k version with Direct 12 and afterburner open in background and while doing the benchmark im still hitting 75-95 % usage but when it drops to 75% look what i see (see picture) Keep in mind it's not even overclock right now!

so it's the powersupply that's probably faulty right ?

Maybe try a different PSU? Either the 650W unit is faulty, or is simply insufficient to power the system when it goes under load. My money's on the faulty one.
