Pretty much just find something like this, you can use the upscaling tech on the RX 5700 to cheat out more performance.

Short story.

I'm looking for a GPU that can run a big OLED TV and play games on a monitor.

 

The long story.
It all started with me playing Cities: Skylines on my Dell XPS13. Soon my spider senses told me that this fan blowing might be a bad thing in the long run. So after some digging i figured out that i was pushing the little Dell a bit to hard. So i need a PC or laptop. Easy, so far. It is recommended to have a GTX 660, or better i guess. The curve ball is that when summer returns to Norway, i have finished 7 years of studies, and the only screen i have been looking at has shrunk from 15" to 13". So my first paycheck will go to buying a killer OLED TV I can see from the moon. And I don't think the future of TV time for me is to pay someone for having a box under my TV, when I have been streaming for years. 

I'm trying to future proof myself, and I'm "new" to this world.

What's your budget for the PC? If you just want something decent for the money grab an R5 3600 + RX 5700

The GTX 660 is ancient lol

Yeah, I don't know if I'd recommend an OLED as a large computer monitor.  Burn-in and higher input lag can be a problem.  I use a 55" 4K Vizio as my computer monitor because it had lower input lag than other TVs.  Prior to it I had a 58" Panasonic plasma as my monitor.  So while I can understand why you'd want an OLED there are probably better solutions to prevent burn-in and higher input lag.  Rtings.com has thorough reviews with all the pertinent info you will want.  

 

As far as a GPU -- the size of the monitor doesn't matter.  The resolution is all you need to worry about and since a TV is 4K then you need a GPU than can play the games you want at 4K resolutions.  You can play games at 1080p or 1440p, but it won't look as good with it not being the TV's native resolution.

Maybe, I'm just trying to be on the safe side. My impulse control is not lacking, but i know that I'm weak for up sales

I'm in Norway, and I will probably buy stuff from Norwegian dealers. But for the sake of easy, in pricing lets say I'm in the US

The Part picker has UK and Sweden options, dunno if those would work better.

If you want a more silenced focused case grab something from Fractal Design without a window.

And there's going to be some new RX 5700s coming out with bigger coolers and 3 fans that will run quieter as well. Stock may be low for aftermarket cards right now.

Maybe I misunderstand you now. But i was not thinking about playing games on my TV, I only need to "push pixels" from streaming platforms to a TV. The reason I want to connect the TV and PC is a "loopehole" in the norwgian tax system and to pay for a black box that has way to many channels that i don't need.

Unless it literally requires a PC, in which case you can just buy a $400 PC with an R3 2200G that has display port.
