Weird GPU usage

My FPS in games drop time to time from 70 to 40 for a few seconds and i noticed that the gpu usage is also low at that time. i am wondering what is causing this.

 

RX 560

i3 3220

All latest widows and drivers.

Game:- Overwatch. Medium settings with antialisacing off.

Seeing as that's a 2 core, 4 thread CPU, that's probably your bottleneck.
