CPU Upgrade from 6600k

Trying to help my roommate upgrade his cpu. He currently has a 6600k overclocked to 4.4GHz (I think) and it is pinned at 100% in pretty much all games with his 1070 ti. His 1070 ti sits at 60-70%.

 

Gaming focused but he does usually have quite a few tabs open along with a video playing on his second monitor while he's gaming. 1080p 144hz.

 

I have recommended him a 2600/2600x since I think the lack of threads is hurting him. Cooling is fine. His single core speed should be more than enough for the 1070ti. 

 

Is there a better option than the 2600 for roughly the same price point? ($230ish with a board) Willing to spend a little more if it's worth it.

Looking into a used 7700k as an option too.

Is his current board any good? 2nd gen Ryzen wont hit nearly that high of frame rate as say an i7, but as it costs less and upgradable (get a good board for this reason, even if it means spending more) so preferred unless an unlocked i7 can be had for cheap.

His current board is a ROG Maximus IX Code. If he's able to grab a 7700k used for around $200 do you think that would be a better buy vs 2nd gen Ryzen? I don't think there's any 3rd gen that would perform better in the $230 (with board) price range.

what about 6th gen locked and unlocked i7s?
