PC Severely Underperforming

So I noticed that although my $2000 pc has good specs, it does not have good performance. I noticed my pc was underperforming when I was averaging 230 fps in CSGO on 4:3 resolution. I know for a fact that I've installed all of my motherboard, cpu, and gpu drivers, so I'm not sure what's wrong with my pc. Is there any tests I should run on my pc to make sure nothing is off? Btw I just did a fresh windows install so I don't think that's the issue either. Also if I may add in idle my cpu temp in QuickCPU is 45 C and in game it is 55-60 C running at 4.2 GHz

 

Edit : I put on thermal paste properly, but the idle temps just around a lot from 40-50 C

Run something like 3dmark or cinebench R15 / R20 or some in game benchmarks and see what results you get

Run 3d mark like firestrike or timespy.

 

you can find it in the steam store. Not sure if it’s free anymore. Maybe online a free lite version or so can be found (legally)

Ther's a free lite version IIRC - it only includes Fire Strike.
