So my base system is

 

MSI Z97 chipset motherboard

intel i5 4600 (3.6 - 3.8ghz) 4 core

12gb DDR3 RAM

GTX 960 2gb ---> upgrade to a GTX 1070TI

650 W PSU

 

No im looking to upgrade from ddr3 and L1150 Socket to a DDR4 setup and either a Coffee Lake L1151 or Am4 socket

So i live in south africa and the best parts for price and performance currently is

 

MSI tomahawk B450 chipset motherboard

Ryzen 5 3600x

16gb 3200mhz ddr4 ram

 

^ Now i believe those specs are a good upgrade for the price. The one thing im worried about is ive been running the same 650w psu for 4-5 years now is it worth getting a new one or is a Corsair vs650 perfectly fine.

 

any other recommendations for parts would be nice.

How much is the difference between a 3600x and a 3600 in your country?

And the psu is not that good, and put that together with the fact you've been running it for 5 years, i think it'd be time to change it
