I've always had this issue where I can see the screen refresh, I don't really know how to explain it. I see faded black bars running up and down my monitor. I get this on all kinds of frame rates. My monitor is capable of 75hz and I've also set this in my os. However I can still see my monitor refreshing. It isn't like screen tearing, as I always cap my fps. This happens on both monitors that I use. One is at 60hz whilst my main one is the 75hz one. I mainly use my 75hz monitor anyway, but still, this issue is getting annoying.

What type of monitors?

probably because you use a vga cable.. I had the same problem too until I tried out my dvi cable instead...

My monitor only accepts VGA. I have to use a DVI-VGA adapter. My second monitor has hdmi. Does this mean my first monitor is screwed?

not necessary. It could be just interference. Try moving or better yet turning off your wireless devices, including wireless router, and move any surrounding cables aways of the VGA cable to reduce interference. If you live around a lot of home or building, this might not help, you may need to change the VGA cable to something more shielded. If that doesn't help, then it could be the back light that broke, and then now you have no choice then to replace the monitor.
