Upgrade Compatibility Questions and Opinions

I'm looking to do a fairly large upgrade for my PC including getting an i9 9900k and would like some helpful opinions.

 

Current PC:

CPU: i5 4460 Quad Core (4 thread) @3.2GHz

RAM: 8GB Single-Channel DDR3 @1600Mhz

Motherboard: Acer Aspire TC-603

GPU: GTX 1070

SSD: Samsung 860 Evo 1TB

HDD: WD Blue 1TB

Power Supply 650 watts 80+

Case: Fractal Design Define R6 Gunmetal ATX Mid Tower Case

 

Upgrades:

CPU: i9 9900k 8 core 16 thread @3.6GHz

CPU Cooler: Noctua NH-D15 140mm

RAM: Corsair Vengeance LPX 16GB (2x8GB) DDR4 3200MHz CL16

Motherboard: GIGABYTE Z390 AORUS ULTRA LGA 1151

 

I will not be overclocking the i9 and I am fairly sure the Noctua air cooler can handle cooling it but what are your opinions?

Also, any opinions on the motherboard? The Aorus seems good overall with supporting the i9 and overall seems like a good motherboard.

I will not be upgrading my GTX 1070 just quite yet but I am planning to get a 2080 Ti near Christmas time to get it on a good sale and hopefully for its price to drop a little bit.

I'm fine with my storage for now, I may upgrade to an NVMe SSD in the future.

I believe my power supply will be enough since I will not be overclocking or anything as such.

 

The cost of this upgrade is around 1200 CAD right now (looking at sales on Canada Computers, where I will be buying my parts). I would like to keep it somewhere within this range, however if there are better options I am willing to spend an extra ~$200-$300. I do not care about aesthetics such as RGB or anything like that.

I'll recommend 3700x instead. Better performance per dollar.

I'll be playing a lot of CPU intensive games, recording and rendering videos, and maybe a little bit of streaming on the side.

I'm not too worried about the price and since the 9900k is still better than the 3700X (I know its not by much) I think I'm going to stay with the i9.
