No RGB

 

Full tower - I am very comfortable with the space in it. Have always had full towers.

 

Home video Streaming, some home office work, browsing etc..

 

I have the Hard drives for storage. Need a NVME though. I also need a 1440 resolution monitor and do not need OS (Windows).

 

Percentage of the budget for each part. i.e. 20% to CPU / £300 to CPU etc...

There really are no rules of thumb for allocating budget to different components. Generally one picks a cpu that will satisfy requirements and builds around that choice based on the use case.

Thanks for catching that. I don't know what happened, there was a psu in the build at one point. I've corrected the post.

if your going for a media/streaming server, I don't think x570 will be needed. Even Flac and WAV files would boot fast enough using AMD store MI without need of a gen4 m.2 (the only real reason to get an x570 board atm) and if your not overclocking you could properly save a load of money switching to a B450 board (X series have more chokes and capacitors, on top of other features) and with the money you save an a B450 board you could get a dedicated internal or external sound card or streaming card. WARNING 3rd gen ryzen will need a bios update to run on non X570 boards, but this you can supposedly do via a usb.
If your not wanting a flashy system there's still a few good non windowed cases. 
If your not gaming at all you could even forgoe a GPU and get a APU processor instead.
Based of the above, I mocked a base unit (and since everyone is going fractal I thought lets go be quite)
Also this system would be easy to upgrade in the future.
