HIGH cpu usage and LOW gpu usage

 I saw my laptop cpu usage is above 70% but my gpu usage is less than 18% when i play game. Then I get max FPS also between 45-60 with low graphic settings in game. Is it called bottleneck? How can I increase my gpu usage to get better resolution or higher graphic setting? Is this related?

Its only a bottleneck if the CPU is pinned at 100% all the time while playing a game. Try reinstalling GPU drivers.
