G-Sync Not Working Correctly

How exactly did you "enable it" there's lots of boxes to tick you might have skipped one.

 

Also what refresh rate? What fps are you getting? what's it's FreeSync window?

144hz checked all the boxes and my FPS was around 148

Well duh, G-Sync works under the refresh rate as it will sync your refresh rate to the fps to eliminate tearing, it does not work if you go past the refresh rate.

I recommend always using V-Sync Triple Buffered along side G-Sync/Freesync as this is the best alternative to eliminate tearing and since it's buffering 3 frames in advance still you get no noticeable increase in input lag.

On GTA V theres the settings "on", "half" and "off" will on work?

Yes, not every game gives you the option to have Triple Buffered sadly but whenever you can opt for it, go for it.
