Blender is pretty solid. Other good ones are lightworks and davinci resolve. Both are premiums but the free version is enough for most people.

ok so i have decided to use my pc for what it is intended to be used for. uploading videos to youtube. i did a display capture with obs and then put it into blender then started rendering it but gpu usage is only about 15 % and cpu is about 23% how can i designate more usage for these things also memory is 25%

You are using blender to edit video's? It's not the most developed thing in blender so as you can see here it's not really using your pc to it's fullest potential. Not too much you can do about this. Unless you somewhere in the render settings put to only use x amount of cores.
