i need help with my cpu

my cpu is always at 100% when i play rainbow six siege whether i have discord and or spotify open at the same time or not. my gpu is an MSI armoured rx 580 and my cpu is an i5-6400 4 core. it's a bad cpu i've heard and im thinking of upgrading but is it normal for me to be at 100%? also, if i do upgrade any suggestions on what i should upgrade to?

That's normal with r6s as it's a heavily cpu bound game. The best you can upgrade to on your platform is to an i7 7700

Ha, I can tell you from experience that this isn’t surprising. I wouldn’t nessescarily be worried about it

It kind of is, the 6400 is extremely low clocked, to the point where it can't keep up with the previous gen i5s and barely matches the 4460. It was universally laughed at in 2015 and is still not good today.

With an i7 7700 - no. Only a BIOS update. But unless you can find an i7 under 100$, I'd look at a more modern AM4 board and CPU since paying over 100$ for a 4/8 i7 is ludicrous
