Chrome err_timed_out but on random

So i reinstalled windows 10 because of my upgrade to ryzen 3600.

i tried almost everything including reinstaling the drivers, clearing hosts file and chrome data , reinstaling chrome , puting manual dns adress .

its weird because it loads some sites and after some time it loads them but cant load the sites i could previously load.
